Legal Question in Family Law in Florida

My wife is from the Philippines. 15 years of so ago, her sister was chatting from the Philippines to a man from Lubbock, Texas. (Mark Stallings). He went to visit her and she ended up pregnant. Needless to say, they never heard from Mark again. Are there any options for my sister-in-law...if my nephew for support?
