Legal Question in Family Law in Florida

If a woman wants to have her heterosexual male domestic partner (though FL doesn't legally recognize such a partnership) adopt her two children, does she have to marry him to allow this to happen (step-parent adoption), or if she wishes not to marry him can she use a second-parent adoption?
