Legal Question in Medical Leave in Florida

working from a remote location

My wife took leave (FMLA) to care for daughter in law while my son is going to be deployed. She arranged to work remotely from computer with her work. At first they refused her leave request, then after advisement for their HR department, they granted her request with the understanding she could work remotely. Now that she is there They say she has to be available but can't work unless requested by them. is this legal
