I have an oral agreement with a friend regarding a vehicle purchase worth $20,000. Hes supposed to send me the title however all attempts to contact him have been ignored. Do I have a case if I take him to court?

If you can prove up the terms of your oral agreement and it is within four years form the date it was made, you can take him to Court for specific performance of the contract. It is a complicated case and you cannot handle it on your own. You need an attorney to assist in the prosecution of the matter.
