Hello,

You, as U.S. citizen, can sponsor your mother when you reach 21. Unfortunately, U.S. citizens under 21 can't sponsor their parents. Once you reach 21, you don't need your father's cooperation.

Good luck.

When you become 21 years of age you can file an immigration petition for your mother. Before you become 21 you might want to consult with an immigration attorney to ensure that your mother does not have any "grounds of inadmissibility" that could affect her ability to smoothly immigrate to the United States.

You will need to show that you make sufficient income to prevent your mother from being supported by the government. However if you do not make sufficient income you may need a joint sponsor which does not have to be your father.

Go see an immigration attorney now to help you spot and address any legal issues in your mothers case. Good luck.
