my case has been denied by ins 5 month before and not yet transfer to judge, how to transfer the case to judge

First make sure that it has not been transferred by calling the Executive Office of Immigration Review 800 number. If you will be facing deportation proceedings you need representation so I would consult with an experienced immigration attorney who can help you expedite the process.
