Immigration problem with child support issues

I'm planning to marry a citizen of the U.K. and I would like to immigrate to the U.K. but I have been denied a passport because of my child support obligations. It was denied because I owe back support in excess of $5000. I know the U.S. goverment has a child support enforcement agreement with the British goverment, but I still can't get the passport with this obligation in my background. I don't want to circumvent the law, I want to know what I can do to marry and move to the U.K. Anything you can answer in this matter would be appreciated. Thank you for your effort.

Either pay your back child support, or bring your fiance to the US,get married in the US and live here.
