I married in1996.petition was withdrawalled in interview 6 months later.work permission was revoked.In 2003 my mother applied for me,like a resident.6 months later she died.In 2008 imigration send me a letter sayng that her petition was aproved.Can I apply under the 245 i,special cases?

It really depends on whether the 1996 petition was approvable when filed in 1996.
