Legal Question in Immigration Law in Florida

My question is regarding a friend of mine situation. His status is non-immigrant and the last paper he's got is "Notice of hearing in removal proceedings immigration court " with court seal (he aplyed for political Asylum). According the Florida statuetes (2009-2010 chapter 322.051 Identification cards) he is eligible for getting FL DL. But in DMV office they told him NO. DMV says that since january 2010 they don't accept notice of hearing from an immigration court scheduling a hearing of any proceeding. Can he get his DL or no ?

Hello:

People can generally not get drivers licenses when in deportation/removal proceedings. The more important question and issue is whether he will win the deportation and that must be prepared with much care.
