Legal Question in Insurance Law in Florida
My question is- in the state of florida does a home health aide required to carry liability insurance if work off the books and no 1099 involved- thanks

There is no requirement in the law that a home health aide carry liability insurance. You can certainly insist on whoever works with you maintain this. When you say off the books, I assume you mean cash and no reporting is being done. Not likely that person can even obtain such insurance.
