Legal Question in Intellectual Property in Florida

Disclaimer language

A federally funded agency in Florida is seeking to add specific disclaimer language immediately after having logged onto the computer. The individuals accessing the computer will generally be employees or otherwise be authorized by the agency to access the databases. The language should warn said individuals that the contents are privileged, confidential, and pertain to issues regarding federal government policies. Any information obtained may not be disseminated without prior approval. Must state the penalty - and cite actual statute, code, for utilizing database for personal use. Any ideas on language ?

The federally funded agency in Florida should ask for advice from its lawyers. Gosh knows the state has enough of them.
