Legal Question in Employment Law in Florida

I'm a County employee full time and i get paid the same no matter how many hours i work, I'm a supervisor. The county is telling me next year they will change me to hourly worker five pay checks next year and only work and pay me for 32 hours. They call this 5 furlough days. Then they will put me back on my normal pay. Can they do this?
