coworker stealing from other coworkers

I work as a server and we caught another server stealing tips management refuses to take action. Shouldn't she be fired? Is managements failure to do anything creating a hostile work environment. This makes me very angry.

Management does not have to fire someone. It is not a hostile work environment as you describe it. The employees might try approaching whomever is in charge, but in the end, it is his or her decision. That's why they call it management. If everyobne quit, that would send the message, but you may not feel that strongluy about it.
