Legal Question in Employment Law in Florida

did a desktop audit and i was doing the job of IT systems manager. my current job is network analyst. they could not move me into that higher paying position unless they created one with board approval. so i had to stay in my postion because of budget restraints. another department 8 months later moved a person into a higher paygrade of project manager. they changed the salary to higher level and the job specs does not even cover project manager KSA\'s. it has what he is doing currently and they had nowhere to move him like me. what do you call this and is it illegal?

It\'s not entirely clear what you want - are you upset because you didn\'t get a raise but someone in another department did? Without further information, this is called just \"tough luck.\" If you have an employment contract, its terms could be considered to determine if the employer has breached its contractual obligations. If you believe the pass-over for a raise was due to a discriminatory reason, such as race, age, gender, disability, that it is called discrimination. If you are not being paid at least minimum wage, then it is a violation of federal law. Otherwise, I can\'t think of a reason this could be illegal.
