Employee Disclosure Document
What can be done if an employee refused to sign the Employee Disclosure Document (company's policy and procedures) Can the employer refused to give paid holidays, vacation to that employee but give those benefits to those who did sign the document?

If not otherwise prohibited by the employment agreement, you can fire the employee.
