What allows an employer in Florida hold back a week's pay for a new hire?

This usually happens as part of the employment agreement entered into by the employer and the employee when the employee begins work. If the employee does not agree to this condition, there can be further negotiation, on this question, or the employee can just decide not to work for this employer. However, once the agreement is in place, unless there is a further agreement made by the parties, this agreement would be valid.

If it is part of the agreement, then it is part of the contract which binds the relationship.
