Legal Question in Employment Law in Florida

My father-in-law has been working for Collier County Housing Authority for over 25 years. He also lives in one of their homes. He owes $4000.00 in back pay rent. So they gave him a notice and said that he has to pay by the end of the month or has to move out, but they also want him to resign from his job, because the supervisor says he's setting a bad example for the rest of the employees. My question is, if he does not resign can they fire him?

Yes, they can fire him unless he has a contract that would prevent it.
