Retention\severence pay

Is it legal for a company to offer retention pay\severence pay to employees after advising that they will no longer have jobs in 2 months but advise the employees that they have to remain on the job until close date to be eligible for that pay

Yes. Severance is a voluntary payment by the employer, not a right and employee has - so it is not illegal to put restrictions on it.
