Is a landlord or mobile home park owner or manager allowed to charge you property taxes when you are paying lot rent and a mortgage on your mobile home?

A landlord may only charge the amounts specified in the lease agreement. Your lease is your contract, and you need to read this. If you don't understand it, you need to take it to an attorney who will read it and tell you what you have agreed to pay.

I suspect the landlord is changing the lot rent. ONly the tax assessor can dictate what the property taxes should be. However, you may have agreed to something else in your lease which may change this answer. I suggest you read your lease carefully and if you feel you signed in error or do not understand the document, take it to an attorney who can help you with it.
