I moved into a garage apartment 2 months ago that has a washer and dryer in the garage below. It is used by myself and the tenants of the 2 unit building in the front of the property. It just came to be attention that the electric/water used in all on my bill, but I was not told this would be the case ahead of time. Is this legal?

It depends on your lease. You may be responsible for it or not.
