I have a tenant whose lease expired in August, 2010. Tenant paid rent for September at beginning of the month. Tenant advised on September 16th that he'd be vacating on September 25. Is tenant entitled to returned of last month's rent deposit?

No. YOu are now on a month to month lease. Tenant should give you a 30 days notice in writing that he intends to vacate the premises.
