Your rights are set forth in the lease. Generally, a tenant cannot be evicted if the landlord does not pay the association fees; however, certain services or access to facilities may be at issue if the bylaws set forth some right to withhold them for non payment. I suggest you look to your lease and if subject to the HOA, you should ask the association what the bylaws state.
