FedEx lost 2 packages I shipped valued at $3,500 USD ,, they are not settling my claim for compensation,, what can I do ?

They are usually limited by weight in terms of what they will pay, UNLESS you bought extra coverage. Your question does not reflect that information. If you did not buy coverage up to the value of the items shipped, you may not be able to recover.
