When a train is extremely late and it causes you an inconvenience is Amtrak responsible? Is my ticket that mentions a time like a contact and is Amtrak breaking the contact?

Your ticket is a contract. If you read it carefully, you will see that an on time departure is not promised. You have no claim for a late train.
