attorney fee

of a 100K check attorney took 33.3k plus 1700, after medical bills, accident victim gets 11k, isn't money split after the bills?

Look at your contract. You should have been aware of these matters before you agreed to settle. Typically, the fee, costs and medical liens (not necessarily the bills) get deducted. The liens should be negotiated as part of the settlement process.
