Staples left unnecessary scar on knee

My sister's knee was inujured from a piece of metal falling on it. She went to the emergency room, where the doctor stapled her and told her that staples were the best thing for her type of wound. She went to get the staples removed today, by her regular doctor, who questioned why they used staples on her, as she will now have very unsightly scars on her knee that could have been avoided by using glue. My sister did not know any of this at the time and she trusted that the doctor had her best interest at heart. She is now very upset with the scarring the staples are going to cause. Can she sue for malpractice? If so, what should her steps be?
