incarcerated with a settlement

i was just wondering, if a person received a settlement award before becoming incarcerated and they need their settlement to help towards their legal representation, are they entitled to the settlement? is it legally right for the attorney to hold the settlement because the person is incarcerated? thank you

Unless the attorney has received claims from others to the money he can make arrangements for payment.
