How does the 7 day notice to cure work? Is it applicable only before the rent is due? What about last month if it is already paid when lease is signed?

If a tenant is given 7 days to cure, then he/she has 7 days to get the rent up to speed. I suppose you are talking about a Landlord tenant contract, but I cannot tell.
