Does the state of Florida require a licensed notary public to witness the buyers signatures at a closing?

Yes. All instruments to transfer the title must be notarized other than the HUD-1 Settlement Statement. The Warranty Deed will also require two witnesses - one of which may also be the notary in order to transfer the title or it will not be legal. The closing agent or title company should provide a notary public at the time of closing.
