Complex loses ID twice

The tenant has provided a copy of their identification (Driver's License) twice on two separate occassions. The tenant asks the Property Manager how it was possible for and ID to be lost out of a ''protected file'' twice, and was told that they property staff does not have to provide a reason why it was loss or thrown away. Can Property manager threaten to lock tenant out of apartment if id is not provided in a timely manner.
