I was denied an application for false reasons with a rental property. They then within 48 hrs approved me apologizing for the mistake, but then charging me more for rent and giving me a different unit... Please advise...

You can be denied your application for any reason, as long as it is not discriminatory. If you don't like the price or place, try to negotiate a better deal. Regards,
