In Destin, FL if my trees & shrubs are growing over our adjoining property line and encoraching my neighbors yard - can he trim them and WHO is responsible for the costs?

Yes they can trim the branches that encroach on their property and you would be responsible for the cost if the trunk of the tree is on your property.
