HOA Maintenance Assessments

If a homeowner is not a member of a Homeowners Association, can the Association levy assessments on that homeowner and will that homeowner be made liable to the association for such assessments?

No, but you're probably a member of the association and don't know it. Your deed to your house probably contains restrictions that force you to become a member of the association when you buy the house.
