Legal Question in Real Estate Law in Florida

Can a owner of a home that has not live there in over 13 years be allowed to come back and destroy the house from outside when she abanded it and i am the daughter who kept it up?

She cannot 'destroy' the home while someone is living in it. There are multiple issues involved here; but too many facts are missing.
