can you do a quick claim deed on land that is still under a mortgage?

Yes. But it could violate the terms of the mortgage, and trigger the due-on-sale clause. Also, documentary stamp tax will be required at $7 per $1000 value of the outstanding mortgage (Dade County is $6).
