Legal Question in Sexual Harassment in Florida

Hello, Recently, a neighbor informed me that a registered sex offender lives in the condo underneath me. (I had bought a condo last year, and moved into it October 1, 2018. Did not have any problems until, beginning about a month ago, pipe smoke? and/or drug smoke began to come into my condo, and I am reasonably sure that it is coming from the condo underneath me. I knocked on their door twice (the sex offender lives with his mother) to bring this to their attention, to no avail, and did talk to the probation office with the hope that he is still on probation, however, I was informed that he is no longer on probation. Also, I contacted the police. A police officer went to the condo, however, did not smell anything unusual. Also, I did talk to the manager, at the condo development office, and she said that she would send a letter to the owner of the condo (the mother is the owner) about odors. (She did not copy me on the letter.) I did contact an air quality company today, and a test would cost $2,200.00. (I am trying to find a resolution, to this problem, by myself.) A friend suggested that I sell the condo. A possibility. I feel that I am being harassed. Please help. I can't live comfortably in my own home.
