Recourse for a company with less then 15 employes
Is there any legal recourse for a person that has been sexually harassed on the job with a company with less the 15 employes in the state of Florida.

You need to contact a Florida attorney. You may be able to sue under Florida laws as well as federal laws, but because I am only licensed in Georgia, I cannot advise you on this particular questions.
