Legal Question in Social Security Law in Florida

Myself and my siblings received SSA-1099forms at the beginning of this year saying we received benefit payments but we did not so we call SSA and they tell us its back pay from when we were minors collecting a check because my dad is disabled. So we tell them we never received money and they tell us the checks were all returned and they would reissue them. But we've been calling and they keep telling us well its still in process but they've been telling us this day and that day and its been almost 4mos. What should myself and my siblings do about getting the run around?
