Can a dwls case be dismissed if the arresting officer does not write a citation for basis of the stop. when that was the reason for the pc

Possibly, but it is going to require filing a motion to suppress. Since I don't know what basis they stopped you I can't tell you if it is a good or bad motion but I suggest you talk to an attorney in your right away to see what can be done about this.
