Can he expect to be arrested?

I know someone who was in an accident and ticketed for careless driving. He presented someone else's car insurance as his own, he was excluded from the policy, which the officer put down in his report as belonging to the driver. Can he be charged for falsification of a police report as well as driving without insurance?

Absolutely. He can also be charged with hindering a police investigation among other charges.
