illegal citation?

Is it legal for a traffic citation to be given 20 days after the incident through the mail, when you were never informed of it at the time of stop.

Yes. If the police determine that a citation should have been given, they can send it to you although it is unusual. This can happen, for example, though when an accident has occured and an investigation is ongoing.
