Legal Question in Traffic Law in Florida

So a few months ago I got a speeding ticket for 77 in a 50 in Georgia (I am a Florida resident). I paid for it but now I've received a notice that my license (a Georgia license which I have never had) was suspended for not paying a "Super Speeder" fee. First question is how is this not double jearpordy being that its 2 fines for the same offense that offense being speeding and secondly does a state really have the right to just make a license for someone any time they want in order to enforce a collection? I'll likely end up paying it off just as to not have to worry about it any more but it doesn't mean that I agree with it or believe this is lawful.
