Legal Question in Traffic Law in Florida

Could we sue the police?

I was in an accident on 11-14-03. The man I was behind into town had a dog in the back of his truck. When he turned onto another street his dog was slung out the back of his truck and hit the road in front of me. I swerved to miss the dog and ran into a tree. Then the owner of the dog whom I have known for some time came to see if I was okay and to tell me that when the cops got there to tell them that a dog ran out in front of me, because he didn't have a license. When the cops go there I did because he was still there and I didn't want to get him mad at me and start problems with our families. Then after he left I told the cops I lied and they didn't correct the report, they don't have the guy listed on the right road, one cop threatened ''if my mom continued to press the issue, he would have to write me a citation'', and the guy isn't even on the report and he should be because his dog wasn't on a leash. The cop my mother spoke to to find out about the report said the guy wasn't on there because his dog caused the accident, but the county sheriff's office asid he should've been on there because his dog wasn't under control. The cops know this guy and it seems like they are unwilling to do anything about it. Can we sue the cops?
