Can a Personal Representative of an estate claim that he/she is due a fee for his/her services more than 2 years after the estate has been closed?

Not once it has been closed.
If you look at the Petition for Discharge which is signed by the Personal Representative, it says that everyone, including them, has been paid. Fees like that need to be paid before closing the estate, not after.
