Legal Question in Wills and Trusts in Florida

my wife and her brother are named as co owners on a vehicle title in Florida that their Dad drove until he died. Her brother sent her an application to sigan allowing him to become the sole owner of the vehicle. She does not want to do this without proper compensation. Is there a way to legally stop him from driving / insuring / or licensing the vehicle? Would she be liable for any damages caused by this vehicle?

if they are co-owners then he has as much legal right to the car as she does.
