Urine testing
Do I have to take a urine test before being eligable to obtain a case number for workmans comp payment for emergency hospital room costs and be assigned a csae number?

It depends if your employer has a "Drug Free Workplace". There are situations that the employer may require a drug test if it is part of a negotiated contract or part of the employment manual. However, you would have signed a form during your employment agreeing to the same.
You should seek a qualified workers' compensation attorney in your area to discuss this further immediately.
