IF your bank electronically deducts amt owed to creditor , when does the creditor receive this electronic payment? I was told by one teller from my bank that it was made the same day it was deducted. I was told by another that it may or may not. Does anyone have a conclusive answer?

The recipient receives it when they receive it, which most often means when it is confirmed in their account or otherwise in their hands. You are not likely to get a conclusive answer for a vague question that depends on the circumstances (most of which you omitted).
