My wife has just found out that her's boss has been recording there phone conversation.Can her boss do this without first telling the workers she is doing this?

In many cases it is legal for an employer to monitor or record company phones (and computers) and it is very common. Without details I cannot answer if the particular case you have is one of those or not.
