electrical contract work

I paid a contractor to wire my house and get it ready for inspection. He has yet to finish the job and it's been 10 months. I call every other day and there's always something else that's priority. Should I take him to small claims and sue for the unfinished work?

It might make sense to have an attorney send a demand letter for a relatively low flat fee before filing, but a lawsuit may be required if the contractor is not willing to resolve it informally. Keep in mind the cap in magistrate (small claims) court is $15,000.00.
