I put a down payment on a used car and the check engine light came on within 3days of having the car and I want to return it, are down payments refundable?

Usually not, and you probably owe the rest of the price too (and can be sued for the rest if you do not pay).
Read your sales contract (you should have done that before you sign). Contracts mean what they say.
